MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 1989 <br />These included the addition of tennis courts, <br />basketball court and a bridge. It was pointed out that <br />backstops may also be necessary in the park as part of <br />the Celebrate MN grant. Estimated cost of the <br />backstops is $60,000. <br />Scalze reported that the City approached the North <br />Suburban Youth Association for a grant for backstops, <br />however, the request was denied. Scalze pointed out <br />that in 1989 the Association has donated $25,000 <br />towards the cost of the irrigation system in Pioneer <br />Park, donated $5,200 towards gymnastics equipment, and <br />helped fund the Super Summer program. <br />It was pointed out that there was money budgeted in <br />1989 for fencing in Pioneer Park, however, other items <br />ran over budget, and the fencing allocation was used. <br />LaValle stated that he would like to see the amount of <br />money the North Suburban Youth Association is taking in <br />and where they are using these funds. <br />Fahey asked if the City receives quarterly reports from <br />the Association. <br />Freeman replied that she has not seen these reports. <br />The Council suggested that Bill Sanders be asked to <br />appear at the meeting to explain what improvements are <br />connected with the Celebrate MN grant. <br />RECESS At this point in the meeting, 10:12 P.M., Council took <br />a short recess. The meeting was reconvened at 10:20 <br />P.M. <br />Bill Sanders appeared before the Council and reported <br />that the City has received a matching grant in <br />connection with the Celebrate MN 1990 program. The <br />improvements tied to these grant monies are for a <br />basketball court, tennis courts, and usable ballfields <br />in Pioneer Park. Usable ballfields may mean that the <br />backstops are in place. <br />Scalze asked if site work around the concession <br />building was necessary. <br />Sanders suggested that the paving around the building <br />could be delayed. Sanders stated that he would <br />hesitate on eliminating the bridge improvement. <br />Page 9 <br />
