MINUTES <br />CITY COUNCIL <br />JANUARY 22, 2025 <br />PUBLIC HEARING <br />IMPROVEMENT HEARING: 2025 COUNTY ROAD D STREET PROJECT (GREENBRIER <br />STREET TO EAST CITY LIMIT) <br />The City Engineer presented information on the County Road D project, which is scheduled for 2025, <br />noting that an in-depth presentation was provided to the Council in December. Since that time staff <br />advertised for the public improvement hearing and sent notices to impacted property owners. He <br />reviewed the project scope, proposed improvements, estimated costs and financing, and special <br />assessments. He provided more specific information on the Stoneridge Court and Maple Leaf Court <br />properties as those properties would have multiple 2025 assessments and recommended that those <br />property owners be provided the opportunity to defer the smaller of the two assessments until the first <br />is paid off if they choose. He commented that a similar option was provided to Ryan Drive properties <br />recently. He reviewed the anticipated project timeline. <br />Mayor Fischer appreciated the overview and option that could be provided to those residents that <br />would receive multiple assessments in 2025. <br />Mayor Fischer opened the public hearing for comments from the general public. <br />There were no comments from the public. Upon motion by Kwapick, seconded by Miller, the public <br />hearing was closed. Ayes (5). Nays (0). Motion adopted. <br />Kwapick asked for information on the option for assessments to be paid over a period of years and <br />asked if there is a related interest charge. The City Administrator provided details on the interest rate <br />that is charged in that scenario. <br />Kwapick asked if there would be additional interest that accrues for the period of deferment if those <br />residents choose to defer the smaller assessment. The City Administrator replied that interest would <br />accrue in that scenario. Kwapick asked if something could be done to prevent that. It was noted that <br />there is additional time to consider and discuss assessments. <br />Miller asked for details on the anticipated timing of the assessment hearing. The City Engineer replied <br />that the assessment hearing would take place this fall. <br />Mayor Fischer recognized that this project will go through multiple communities and asked if it has <br />been approved in all communities. The City. Engineer replied that this proj ect has been fully approved <br />by all parties. <br />Malone asked if Ramsey County would also assess the homeowners.
