MINUTES <br />CITY COUNCIL <br />JANUARY 22, 2025 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-1-18 APPROVING THE CONSENTAGENDA WHICH <br />CONTAINS THE FOLLOWING.- <br />* Approval of the Vouchers <br />® Approve Cooperative Agreement with Ramsey County for Right -of -Way and Easement <br />Acquisition for County Road D Improvement Project <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Resolution declared adopted. <br />STAFF REPORTS <br />ANNUAL REVIEW AND ADOPTION OF CITY COUNCIL CODE OF CONDUCT POLICY <br />The City Clerk explained that this policy was created and adopted last year with the intention of an <br />annual review each January. <br />Mayor Fischer stated that when this was first discussed he envisioned a one -page overview but <br />believes that this information is all valuable and appreciates the completeness of the document. <br />Miller appreciated the annual review and agreed there is valuable information within. He asked for <br />more information on the mention that the City logo cannot be used for endorsement of political <br />messages and how that would apply to the Council. The City Clerk provided additional clarification <br />noting that it should not be used to endorse others. <br />Kwapick appreciated the things specified that the Council should or should not do as that is'a good <br />reminder. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-1-19 — REAFFIRMING THE CITY CO UNCIL CODE OF <br />CONDUCT POLICY <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Resolution declared adopted. <br />APPROVE CONTRACT WITH ECKBERG LAMMERS FOR CITY ATTORNEY CIVIL <br />SERVICES <br />The City Administrator explained that the RFP process was completed this summer to transition to a <br />new firm in July.
