MINUTES CITY COUNCIL JANUARY 22, 2025 The foregoing resolution was duly seconded by Miller. Ayes (5). Nays (0). Resolution declared adopted. Kwapick introduced the following resolution and moved its adoption: RESOLUTIONNO. 2025-1-18 APPROVING THE CONSENTAGENDA WHICH CONTAINS THE FOLLOWING.- * Approval of the Vouchers ® Approve Cooperative Agreement with Ramsey County for Right -of -Way and Easement Acquisition for County Road D Improvement Project The foregoing resolution was duly seconded by Gutierrez. Ayes (5). Nays (0). Resolution declared adopted. STAFF REPORTS ANNUAL REVIEW AND ADOPTION OF CITY COUNCIL CODE OF CONDUCT POLICY The City Clerk explained that this policy was created and adopted last year with the intention of an annual review each January. Mayor Fischer stated that when this was first discussed he envisioned a one -page overview but believes that this information is all valuable and appreciates the completeness of the document. Miller appreciated the annual review and agreed there is valuable information within. He asked for more information on the mention that the City logo cannot be used for endorsement of political messages and how that would apply to the Council. The City Clerk provided additional clarification noting that it should not be used to endorse others. Kwapick appreciated the things specified that the Council should or should not do as that is'a good reminder. Mayor Fischer introduced the following resolution and moved its adoption: RESOL UTION NO. 2025-1-19 — REAFFIRMING THE CITY CO UNCIL CODE OF CONDUCT POLICY The foregoing resolution was duly seconded by Kwapick. APPROVE CONTRACT WITH ECKBERG LAMMERS FOR CITY ATTORNEY CIVIL SERVICES The City Administrator explained that the RFP process was completed this summer to transition to a new firm in July.
