MINUTES <br />CITY COUNCIL <br />September 13, 1989 <br />Fahey pointed out that after the first of the year <br />residents will be charged $1.95 monthly for recycling <br />service. Residents are currently paying for recycling <br />through a charge on their property tax statements. <br />Blesener pointed out that the State and County have <br />mandated that beginning in 1992 all trash will go to <br />resource recovery facilities and not directly into <br />landfills. <br />Fahey suggested that the Public Works Superintendent <br />work with the haulers on the issue of providing <br />at-the-door service for the disabled. Fahey also <br />suggested that the Superintendent look into the issue <br />of incinerators and make a recommendation on the issue <br />of an exemption for residents who have State-approved <br />incinerators. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 89-9-432 - INSTRUCTING THE PUBLIC WORKS <br />SUPERINTENDENT TO MAKE A RECOMMENDATION ON POSSIBLE <br />EXEMPTIONS TO MANDATORY TRASH COLLECTION FOR RESIDENTS <br />WHO HAVE STATE-APPROVED INCINERATORS AS WELL AS A <br />RECOMMENDATION ON THE ISSUE OF TRASH SERVICE FOR THE <br />DISABLED <br />The foregoing resolution was duly seconded by Mr. <br />Collova. <br />Ayes (5) Fahey, Collova, Blesener, LaValle, Scalze. <br />Nays (O). <br />Resolution declared adopted. <br />Council then discussed possible exemptions for <br />residents of the City who own businesses within the <br />City. The Council felt that such a business should be <br />a lioensed business. <br />Sue from Bellaire pointed out that after the first of <br />the year there will be a$1.95 charge for each <br />residence for recycling service. Sue asked how an <br />exemption would effect that charge. <br />Fahey felt that was a separate issue, and pointed out <br />that since the County is mandating that charge, it <br />should not be waived. <br />The Council concensus was that resident business owners <br />wishing an exemption to mandatory collection at their <br />Paqe 11 <br />
