MINUTES CITY COUNCIL September 13, 1989 Fahey pointed out that after the first of the year residents will be charged $1.95 monthly for recycling service. Residents are currently paying for recycling through a charge on their property tax statements. Blesener pointed out that the State and County have mandated that beginning in 1992 all trash will go to resource recovery facilities and not directly into landfills. Fahey suggested that the Public Works Superintendent work with the haulers on the issue of providing at-the-door service for the disabled. Fahey also suggested that the Superintendent look into the issue of incinerators and make a recommendation on the issue of an exemption for residents who have State-approved incinerators. Mr. Fahey introduced the following resolution and moved its adoption: RESOLUTION NO. 89-9-432 - INSTRUCTING THE PUBLIC WORKS SUPERINTENDENT TO MAKE A RECOMMENDATION ON POSSIBLE EXEMPTIONS TO MANDATORY TRASH COLLECTION FOR RESIDENTS WHO HAVE STATE-APPROVED INCINERATORS AS WELL AS A RECOMMENDATION ON THE ISSUE OF TRASH SERVICE FOR THE DISABLED The foregoing resolution was duly seconded by Mr. Collova. Ayes (5) Fahey, Collova, Blesener, LaValle, Scalze. Nays (O). Resolution declared adopted. Council then discussed possible exemptions for residents of the City who own businesses within the City. The Council felt that such a business should be a lioensed business. Sue from Bellaire pointed out that after the first of the year there will be a$1.95 charge for each residence for recycling service. Sue asked how an exemption would effect that charge. Fahey felt that was a separate issue, and pointed out that since the County is mandating that charge, it should not be waived.
