MINUTES <br />CITY COUNCIL <br />September 13, 1989 <br />MORATORIUM The City Attorney suggested that the Council wait to <br />ON TRASH act on the issuance of trash hauler's licenses until <br />HAULER'S Ordinance No. 320 has been published. <br />Blesener pointed out that after the moratorium is <br />lifted, the City will only be issuing commercial trash <br />hauler's licenses. Blesener stated that the commercial <br />haulers should also be forewarned that the City will be <br />moving towards mandatory recycling for multi-family and <br />commercial. Blesener pointed out that with the number <br />of apartment units in the City, this will be necessary <br />in order to meet the City's abatement goals. However, <br />Blesener pointed out that the City will not achieve the <br />same benefit from organized collection for commercial <br />as it does from residential, pointing out that for <br />commercial there is usually one hauler making one trip <br />into a business or apartment complex and one trip out. <br />Scalze asked if the City's license forms include a <br />stipulation about mandatory recycling. <br />The City Attorney felt there should be a stipulation on <br />the forms, pointing out that the City wants to ensure <br />that no hauler is acquiring vested rights. The forms <br />should state that the license is subject to the <br />possibility that the City will go to mandatory <br />organized trash collection and recycling. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 89-9-437 - ALLOWING INDIVIDUALS TO MAKE <br />APPLICATION FOR COMMERCIAL/INDUSTRIAL TRASH HAULING <br />LICENSES WITH THE CONDITION THAT THESE LICENSES ARE <br />SUBJECT TO ANY ORGANIZED MANDATORY COLLECTION AND <br />RECYCLING TAAT MAY OCCUR, AND TABLING ACTION ON ANY <br />LICENSE APPLICATIONS UNTIL ORDINANCE NO. 320 IS <br />PUBLISHED <br />The foregoing resoltuion was duly seconded by Mrs. <br />Scalze. <br />Ayes (5) Fahey, Scalze, Collova, LaValle, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />Page 15 <br />
