MINUTES <br />CITY COUNCIL <br />September 13, 1989 <br />considering this eveninq the possibility of allowing <br />some exemptions. However, the City Council will not be <br />considering eliminating organized collection. <br />Fahey outlined some of exemption possibilities that the <br />Counoil will be considering this evening. These are: <br />exempting people from mandatory trash collection while <br />they are on extended vacations provided that specific <br />dates leaving and returning are given; exempting <br />residents of the City who also own a business within <br />the City and have trash pick-up at their business. <br />Fahey also reported that the Council will be discussing <br />at-the-door service for disabled or elderly persons who <br />cannot get their trash to the curb. <br />Fahey reported that of the cities that have adopted <br />organized collection, some have allowed the exemptions <br />that he has outlined. <br />Fahey stated that the City has done a long-term <br />comprehensive study of the issue of organized <br />collection and it was the concensus of the Council to <br />adopt the system,.and it will remain in place. Fahey <br />pointed out that organized collection is something that <br />is necessary and if a city does not have orqanized <br />collection, it will eventually be forced on that city. <br />Fahey reported that the City must take action to meet <br />its abatement goals. Fahey stated that the Council is <br />aware that the decision to go to organized collection <br />is an unpopular one, but it is the only way to get the <br />job done correctly. <br />At this point the meeting was opened to comments from <br />the general public. <br />Remi Ducharme, 731 County Road B-2, reported that he is <br />a resident of the City and also owns a business within <br />the City. Ducharme reported that he has not had trash <br />collection at his home, and brings his trash to his <br />place of business for collection. Ducharme reported <br />that his trash is separated and recycled to the extent <br />possible. Ducharme reported that he currently pays <br />between $150 and $200 per month for trash collection at <br />his business, and does not feel he should have to pay <br />for it at his home as well. Ducharme reported that he <br />rents a portion of his building to his father, and his <br />father also brings his trash to the business. <br />Fahey pointed out that in the future organized <br />Page 4 <br />
