MINUTES <br />CITY COUNCIL <br />September 13, <br />1989 <br />collection will be mandatory for apartments as well as <br />businesses. However, this evening the Council will be <br />considering an exemption for residents of the City who <br />also own businesses within the City. <br />John Ryan, 2708 Edgerton, reported that he has a <br />business in the City of St. Paul. Ryan reported that <br />he has received a bill from BFI for trash collection at <br />his home, and Ryan was opposed to being forced to pay <br />for a service which he feels he does not need. Ryan <br />questioned how the City can collect unpaid trash <br />collection bills for a private company, should a <br />homeowner chose not to pay for trash collection. <br />Fahey pointed out that the City can collect unpaid <br />trash collection bills, since the trash hauler is an <br />agent of the City. Fahey pointed out that other cities <br />have chosen to bill its residents for trash collection. <br />Fahey also pointed out the County's position that each <br />city is responsible for its own trash, and trash should <br />not be hauled from one city for disposal in another <br />city. <br />Ryan felt that the City has been too aggressive in <br />adopting organized collection. Ryan also did not feel <br />that organized collection will encourage people to do <br />any more recycling than they are currently doing. Ryan <br />felt that organized collection is creating a monopoly, <br />and asked what will prevent haulers from raising their <br />prices. <br />Fahey replied that the City will be entering into a <br />three-year contract with haulers. <br />Ryan did not feel mandated trash collection was the <br />answer. <br />Fahey pointed out that the County has been given the <br />authority to mandate organized collection, and the City <br />either has the option of ineeting its abatement goals or <br />can let another government agency step in and dictate <br />to its citizens. Fahey pointed out that freedom is not <br />absolute and people are required to live within laws <br />and restrictions. <br />Ryan stated that he can understand the need to meet <br />abatement goals, and he felt the City will meet its <br />goals even with exemptions. <br />Page 5 <br />
