MINUTES <br />CITY COUNCIL <br />September 13, 1959 <br />Dr. Skibsted, 819 Carla Lane, appeared before the <br />Council and reported that he owns a business located <br />outside the City. Skibsted reported that he does <br />participate in recycling, and feels that organized <br />collection is a good program. However, Skibsted felt <br />that some exemptions should be allowed. Skibsted <br />reported that he and his wife generate very little <br />trash and what trash he does have is taken to his place <br />of business. Skibsted asked that the Council explore <br />the issue of exemptions. <br />Leona Morelan, Bluwood Avenue, reported that she would <br />like to be exempt from orqanized collection. Morelan <br />reported that she generats very little trash and has no <br />need for trash collection. Morelan reported that she <br />received an invoice for $28 for trash collection. <br />Fahey pointed out that the invoice was for maximum <br />service, and in the case of someone who generates <br />little trash, that homeowner can go to the 30-gallon <br />service for a fee of $8.50 per month. Fahey pointed <br />out that the County views trash collection as a minimum <br />necessity. <br />Scalze pointed out that the $8.50 per month fee is less <br />than $2 per week for trash collection. <br />Thomas Reed, County Road B-2, reported that his home <br />and two others are located on a private drive off of <br />County Road B-2. Reed reported that he has always had <br />trash collection at his home, however, the hauler which <br />has been assigned to his area is requiring that trash <br />from the private drive be hauled a quarter mile to <br />County Road B-2. The hauler has indicated that <br />otherwise the homeowners on the private drive will have <br />to pay an additional $20 per month for at-the-door <br />service. <br />Fahey pointed out that the private drive is clearly a <br />road and felt that the homeowners on that drive should <br />get the same service that they have received in the <br />past without having to pay an additional charge. Fahey <br />requested that City staff contact the hauler about this <br />situation and inform the hauler that the same service <br />should be provided to the residents on this private <br />drive as they have received in the past. Fahey also <br />indicated that no additional fee should be charged for <br />this service. <br />Fahey suggested that access questions such as this one <br />Page 6 <br />
