MINUTES <br />CITY COUNCIL <br />September 13, 1989 <br />will need to be addressed on an individual basis by the <br />Council as they come up. <br />Phil Ducharme, Centerville Road, reported that he owns <br />a business across the street from his home. Ducharme <br />reported that he currently brings his trash to his <br />business, and felt that he should be allowed to <br />continue to do so. Ducharme also reported that he owns <br />other vacation homes, therefore, is out of the State <br />for periods of time during the year. Ducharme reported <br />that he currently has trash collection at his business <br />three times per week. Ducharme felt that the City <br />should be considering some exemptions to mandatory <br />trash collection. Ducharme also reported that when he <br />contacted BFI regarding this matter, he was treated <br />rudely. <br />Fahey again stated that the Council will be addressing <br />the issue of residents who own businesses within the <br />City, and he personally was in favor of such an <br />exemption. Fahey also stated that the Council is <br />interested in receiving complaints regarding the <br />quality of service that residents in the City are <br />receiving from their trash hauler. If it appears that <br />a trash hauler is not providing the type of service the <br />City desires, the Council will have to look at that <br />prior to contract renewal. <br />Gene Blackford, Savage Lane, reported that he received <br />an invoice for trash collection, and he was opposed to <br />having to pay for trash collection in advance. <br />Fahey pointed out <br />have always billed <br />not been changed. <br />Blackford was also <br />that citizens will <br />year for recycling <br />~hat the trash haulers in the City <br />in advance of service, and this has <br />concerned about the $1.95 per month <br />be charged after the first of the <br />pick-up. <br />Scalze pointed out that the County is currently taxing <br />property owners for recycling.
