MINUTES <br />CITY COUNCIL <br />September 13, 1989 <br />John Mudek, of Mudek Disposal, reported that most <br />haulers charge residential customers in advance while <br />commercial customers are charged for service in <br />arrears. The reason for this is that many haulers were <br />faced with unpaid bills from people who moved from a <br />residence. This was especially true of rental <br />property. <br />Fahey pointed out that unfortunately the situation <br />results from abuse of the system. Fahey outlined the <br />abuse of the City's dumpster as an example, which has <br />resulted in the City's elimination of the dumpster <br />after November lst. <br />Blackford stated that he wanted to be on record as <br />opposing paying for trash collection service in <br />advance. <br />Sandy Casey reported that she was in favor of recycling <br />and waste abatement and organized collection. However, <br />Casey reported that the City's Solid Waste Committee <br />recommended that one hauler service the entire City, <br />and she would like to see that recommendation put into <br />effect. Casey reported that there are differences in <br />the service that Bellaire and BFI provide, and felt <br />that the City was comparing apples and oranges. Casey <br />reported that she has been happy with the service <br />provided by Bellaire, but does not like the service <br />Woodlake provides. <br />Fahey pointed out that the issue Casey raises has been <br />considered, and the City agreed to let the haulers form <br />a consortium and present the City with a proposal for <br />servicing the City. The Committee did not want to <br />force any of the haulers out-of-business, therefore, <br />the Committee modified their recommendation and the <br />City has accepted the package that the haulers put <br />together. However, Fahey agreed that there is a <br />difference in service since one hauler provides barrels <br />while another does not. <br />Casey again pointed out that the two haulers do not <br />provide the same service, therefore, the cost should <br />not be the same. Casey also stated that she did not <br />like being forced to do business with a company that <br />she did not like. <br />Scalze pointed out that residents who are serviced by <br />Woodlake can purchase garbage cans inexpensively, and <br />this would resolve some of concerns. <br />Page 8 <br />
