MINUTES <br />CITY COUNCIL <br />FEBRUARY 12, 2025 <br />Miller asked if there would be a requirement to notify the Sheriff or hire security. The Parks and <br />Recreation Director stated there is not that additional requirement and that the fee is only meant to <br />cover any additional costs the city may incur. <br />Mayor Fischer commented that the intent is not to become a profit center but recoup the expense of <br />cleaning up to ensure the facility looks nice for the next renter. <br />Malone referenced the legalization of cannabis and asked if it can be smoked anywhere. Mayor <br />Fischer replied that smoking of any type is not allowed in any of the parks. <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-2-25 — ADOPTING ORDINANCE 908, AMENDING THE FEE <br />SCHED ULE AS PRESENTED AND APPROVING PUBLICATION OF SUMMARY <br />ORDINANCE <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />NEW JOB DESCRIPTION FOR COMMUNITY RELATIONS MANAGER/ASSISTANT CITY <br />ADMINISTRATOR AND RECLASSIFICATION OF EMPLOYEE <br />The City Administrator stated that due to his resignation, this presents a unique opportunity for a <br />promotion and the reclassification of a position. He noted that this would be a dual position, and the <br />employee has demonstrated her ability to serve well in the new position, as proven through large <br />projects she has undertaken in the last year. Mayor Fischer commented that these are strategic staffing <br />initiatives that have been discussed by the Personnel Committee and the Council in an earlier <br />workshop setting. <br />Kwapick recognized that the search and implementation of a new City Administrator is about an 1 8- <br />month process until that person is fully up to date, therefore, this is a very good opportunity to have <br />staff that will help shepherd the individual through that process. <br />Malone asked if there would be an interest in flipping the titles. Mayor Fischer confirmed that as part <br />of the discussion at the workshop, the Council believe that the more important title should be listed <br />first. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-2-26 — APPROVING THE NEW ASSISTANT CITY <br />ADMINISTRA TOR/COMMUNITY RELATIONS MANAGER POSITION DESCRIPTION <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5).
