MINUTES <br />CITY COUNCIL <br />FEBRUARY 12, 2025 <br />Mayor Fischer commented that the Community Relations Manager began work with the city about 18 <br />months ago and has demonstrated incredible skills. He stated that she has already been working in this <br />role to some degree, citing some of the larger projects she has been involved with recently. Miller <br />agreed that the Community Relations Manager has been involved in matters above community <br />relations since she began with the city and continues to do a great job. Kwapick agreed that the <br />Community Relations Manager has done a great job integrating into the staff and the city. <br />Mayor Fischer recognized that the City Administrator's resignation is effective at the end of February. <br />He stated that with the way the position description is written, Ms. Linehan would assume the position <br />of Acting City Administrator until a new employee comes on board to fill that position. <br />The City Administrator stated that the Community Relations Manager has ten years of department - <br />level management experience in many different areas and, therefore, has a diverse level of experience. <br />He noted that she has also served as an acting administrator in another community for eight months. <br />Kwapick introduced the following resolution and moved its adoption; <br />RESOL UTION NO. 2 025-2-2 7 -APPROVING THE RECLASSIFICATION OF LA URA <br />LINEHAN FROM COMMUNITY RELA TIONS MANA GER TO ASSISTANT CITY <br />ADMINISTRA TOR/COMMUNITY RELA TIONS MANA GER, EFFECTIVE FEBR UAR Y <br />13, 2025 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />NEW JOB DESCRIPTION FOR PUBLIC WORKS SUPERVISOR — BUILDINGS & <br />STORMWATER <br />The Public Works Director explained that he is proposing to create a new position in Public Works to <br />assist with building Capital Improvement Projects and general building maintenance. He explained <br />that this employee could meet with contractors, review plans, and ensure projects are completed on <br />time, and would also manage the city's stormwater program through the Minnesota Pollution Control <br />Agency. He highlighted some of the other duties the employee would be responsible for. <br />Mayor Fischer asked if this would be a new added position or reconfiguration of existing staff. The <br />Public Works Director replied that this is a new added position. He explained that a current employee <br />would be moving to this position from a previous position. He confirmed that this has been accounted <br />for within the current budget. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-2-28 —APPROVING THE PUBLIC WORKS SUPERVISOR — <br />BUILDINGS AND STORMWA TER POSITION AND JOB DESCRIPTION <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5).
