MINUTES CITY COUNCIL September 27, 1989 The City Attorney agreement for Mr. give up access to with the County. reported that the City can draw up an and Mrs. Francis to sign agreeing to Carla Lane, which can then be filed Mr. Fahey introduced the following resolution and moved its adoption: RESOLUTION N0. 89-9-470 - DELETING THE ASSESSMENT FOR IMPROVEMENT NO. 88-16, CARLA LANE OVERLAY, FOR LOT 2, BLOCK 3, GERVAIS PENINSULA, OWNED BY MR. AND MRS. JOSEPH FRANCIS CONTINGENT UPON THE PROPERTY OWNERS SIGNING A DOCUMENT GIVING UP ACCESS FOR THAT LOT VIA CARLA LANE, AND INSTRUCTING THE CITY ATTORNEY TO DRAW UP THE NECESSARY DOCUMENT The foregoing resolution was duly seconded by Mrs. Scalze. Ayes (5) Fahey, Scalze, Blesener, Collova, LaValle. Nays (O). Resolution declared adopted. The next assessment question reviewed was that of the assessment of the Skibsted property. It was the recommendation of the City Engineer that the Skibsted property assessment remain as is noting that the Skibsted property has a driveway to Carla Lane, and uses Carla Lane for access. Blesener pointed out that the Skibsted property actually has very little frontage on Carla Lane. The property has two driveways, one on Carla Lane and the other on Keller Parkway. Blesener suggested a half assessment of the Skibsted property. Fahey stated that he agreed with the recommendation of the City Engineer and believed that the Skibsted property should receive the same assessment as the other properties on Carla Lane. Mrs. Skibsted reported that her home is basically located on Keller Parkway. Skibsted also reported that when the improvement hearing was held, she and her husband stated that they would agree to the improvement provided that curbing was installed along their property similar to what was planned along Carla Lane.
