MINUTES <br />CITY COUNCIL <br />September 27, 1989 <br />Skibsted reported that the curbing was never installed. <br />Skibsted also felt that the overlay was done poorly and <br />there was a mound left in the street that creates a <br />water ponding problem at the end of her driveway. <br />Skibsted stated that the intent of the overlay was to <br />dress up the neighborhood, and this was not <br />accomplished as far as she was concerned. Skibsted <br />stated that she and her husband would be agreeable to a <br />50% assessment. <br />Scalze stated that she had trouble with a 50% <br />assessment since the Skibsted's have a driveway on <br />Carla Lane and use the road for access. <br />Fahey stated that he would be willing to delete the <br />entire assessment if the Skibsted's removed their Carla <br />Lane driveway. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 89-9-471 - AMENDING THE ASSESSMENT FOR <br />IMPROVEMENT NO. 88-16, CARLA LANE OVERLAY, FOR THE <br />SKIBSTED PROPERTY TO 50% OF THE ORIGINAL ASSESSMENT DUE <br />TO TAE MINIMAL AMOUNT OF BENEFIT THE PROPERTY RECEIVES <br />FROM THE IMPROVEMENT <br />The foregoing resolution was duly seconded by Mr. <br />Collova. <br />Ayes (2) Blesener, LaValle. <br />Nays (3) Fahey, Scalze, Collova. <br />Resolution was denied. <br />Dr. Skibsted pointed out that the curbing that was to <br />be installed along his property was not. <br />Fahey instructed the City Engineer to install the <br />appropriate curbing along the Carla Lane frontage of <br />the Skibsted property. <br />LITTLE CANADA Mrs. Virginia Smith appeared before the Council <br />ROAD requesting that property stakes for her property <br />PROPERTY on Little Canada Road which were removed as part of <br />STAKES the Little Canada Road Bridge Project be replaced. <br />Smith also reported that Mr. Kimmes also owns two <br />properties on Little Canada Road and is requesting that <br />his stakes be replaced as well. <br />Page 28 <br />
