MINUTES CITY COUNCIL September 27, 1989 Fahey suggested that a landscaping plan be put together for the property, and that a bond be posted for the landscaping. Scalze felt that the condition of the property should be addressed, specifically the junk vehicles on the property. Blesener suggested that a good portion of the blacktopping could be installed as part of the project. Fahey noted that the City can withhold issuance of the occupancy permit for the new addition until the blacktopping is done, excepting that portion directly adjacent to Ryan Drive. The City can require a bond be submitted for the landscaping. Stanke reported that he intended to berm a portion of his property to provide screening, and described his plans for the Council. Stanke also reported that he intends to sod that area of the property from the NSP tower south. Scalze felt that Stanke's landscaping proposal would be a real improvement to the property, however, stated that she would like to see a landscaping plan. Stanke reported that he would blacktop in front of the new addition and from the existing blacktop out to within 30 feet of the street. Stanke also reported that he intends to plant shrubs and trees along the fence, however, would delay on the landscaping until a decision is made on Ryan Drive. Scalze asked if the elevation of Ryan Drive will be changed much. The City Engineer did not anticipate much of a change in elevation. Blesener suqqested that landscaping be installed based on the possibility of the position of Ryan Drive being changed by 2 feet north or south. Stanke reported that he would like to get the shell of the addition up this fall, and stated that he would be working on the interior over the winter.
