MINUTES <br />CITY COUNCIL <br />September 27, 1989 <br />Fahey suggested that a landscaping plan be put together <br />for the property, and that a bond be posted for the <br />landscaping. <br />Scalze felt that the condition of the property should <br />be addressed, specifically the junk vehicles on the <br />property. <br />Blesener suggested that a good portion of the <br />blacktopping could be installed as part of the project. <br />Fahey noted that the City can withhold issuance of the <br />occupancy permit for the new addition until the <br />blacktopping is done, excepting that portion directly <br />adjacent to Ryan Drive. The City can require a bond be <br />submitted for the landscaping. <br />Stanke reported that he intended to berm a portion of <br />his property to provide screening, and described his <br />plans for the Council. Stanke also reported that he <br />intends to sod that area of the property from the NSP <br />tower south. <br />Scalze felt that Stanke's landscaping proposal would be <br />a real improvement to the property, however, stated <br />that she would like to see a landscaping plan. <br />Stanke reported that he would blacktop in front of the <br />new addition and from the existing blacktop out to <br />within 30 feet of the street. Stanke also reported <br />that he intends to plant shrubs and trees along the <br />fence, however, would delay on the landscaping until a <br />decision is made on Ryan Drive. <br />Scalze asked if the elevation of Ryan Drive will be <br />changed much. <br />The City Engineer did not anticipate much of a change <br />in elevation. <br />Blesener suqqested that landscaping be installed based <br />on the possibility of the position of Ryan Drive being <br />changed by 2 feet north or south. <br />Stanke reported that he would like to get the shell of <br />the addition up this fall, and stated that he would be <br />working on the interior over the winter.
