MINUTES <br />CITY COUNCIL <br />October 11, 1989 <br />NORTHWEST Mr. Scott Williams, Board of Directors, Northwest <br />SUBURBAN Suburban Youth Services, appeared before the Council <br />YOUTH to present an update on where the group is at this <br />SERVICES time, as well as to thank the City for its continued <br />support. <br />Williams began with a short history of the group which <br />began in Roseville in 1976 with three counseling staff <br />as well as local volunteers and funding from the <br />County. Presently, there are 10 surrounding cities <br />which participate in the group. <br />Williams reported that the group presently provides a <br />mental health clinic, youth employment program, <br />restitution program and education program. There are <br />four full-time counselors on staff in addition to one <br />development director and full-time and part-time office <br />staff. Williams reported that charges for services <br />provided to clients are based on their ability to pay. <br />Counseling services are available to youth, families <br />and individual adults. Williams reported that the <br />clinic has converted to a Rule 29 clinic, which gives <br />the group the ability to charge insurance companies for <br />services provided. <br />Williams reported that 27% of the group's budget is <br />from municipalities, and, hopefully, that will decrease <br />because of the ability to charge insurance companies as <br />well as due to increase fund raising activities <br />directed at the business community. <br />Williams reported that in the future it is the group's <br />goal to establish an adolescent health center, as well <br />as continue existing proqrams. <br />Williams invited a representative of Little Canada to <br />become a Board member of Northwest Suburban Youth <br />services. <br />Scalze asked about the adult counseling that is done. <br />Williams replied that the adult counseling is for <br />problems that are youth-related, otherwise the adult <br />seeking counseling is referred. <br />Fahey thanked Williams for his presentation. <br />SENIOR Scalze reported that due to concerns that were raised <br />HOUSING by Juran & Moody regarding a resolution that was to <br />Page 11 <br />
