MINUTES <br />CITY COUNCIL <br />October 11, 1989 <br />be presented this evening for Council action, Bartel <br />Construction has postponed its request for concept <br />review of a senior citizen housing project proposal on <br />property adjacent to the City's existing senior citizen <br />apartment building. Scalze reported that Juran & Moody <br />has suggested that a committee be formed to review the <br />proposal prior to Council review. Scalze also reported <br />that the City's Auditor shares the concerns raised by <br />Juran & Moody, indicating that the capital required for <br />the project, the debt and the risk involved in the <br />project would be the City's. <br />Blesener pointed out that the City Council has a lot of <br />issues before it at this time, including a new fire <br />station. Blesener stated that if the senior citizen <br />proposal would be added debt to the City, he was not <br />prepared to approve additional bonding of between 1.5 <br />and 3 million for this project. <br />Fahey suggested that the Council listen to a short <br />concept proposal, and if the Council feels there is <br />some interest, then the matter be presented to a <br />committee to work on details. Fahey stated that he is <br />disappointed that this item was taken off the agenda. <br />Scalze reported that when she discussed the concerns <br />raised by Juran and Moody with Bartel Construction and <br />informed them that the Council could not take action on <br />the proposed resolution that they would be presenting, <br />Bartel Construction elected to remove the matter from <br />the agenda. <br />The City Planner reported that Miller & Schroeder <br />presented his office with the proposed resolution that <br />they were going to present to the Council this evening. <br />The Planner stated that it was his opinion that the <br />resolution outlines City ownership of the project to <br />the exclusion of any other way of managing the project. <br />The resolution also authorized Miller & Schroeder to do <br />a lot of work on accomplishing the project. The <br />Planner stated that Briggs & Morgan had a number of <br />concerns that other options available to the City were <br />not being investigated, and that the City would be at <br />substantial risk under the project. The City Auditor <br />shared this same opinion. The City Planner reported <br />that he indicated to Miller & Schroeder that his <br />preference was for the presentation this evening <br />without action on the proposed resolution. However, <br />Miller & Schroeder were insistent about Council action <br />on the resolution. <br />Page 12 <br />
