MINUTES <br />CITY COUNCIL <br />October 11, 1989 <br />It was the concensus of the Council that the City <br />Planner, Briggs and Morgan, and the City Attorney <br />review the proposed resolution and present the Council <br />with an opinion at the October 25th Council meeting as <br />to the risk involved. <br />FRANK Mr. Frank Frattalone, 3205 Centerville Road, reported <br />FRATTALONE that his landfill permit with the PCA expired in July <br />LANDFILL of 1989. Frattalone reported that he is not bringing <br />PERMIT in additional fill to his site in Ryan Industrial Park, <br />but is recycling concrete and blacktop at the site. <br />Frattalone reported on the effect his filling and <br />recycling operation is having on Ryan Drive, and <br />reported that he has been working with the City <br />Engineer on this matter. Frattalone reported that he <br />has repaired the road, and also indicated that he would <br />like to have sewer brought in to service his property <br />and is willing to pay for his assessments for this <br />improvement as well as for the improvement of Ryan <br />Drive. <br />Scalze pointed out that Frattalone is bringing in <br />concrete and blacktop for recycling. <br />Frattalone agreed, but pointed out that this is not <br />fill material, but rather material that is stockpiled <br />as part of the recycling process. <br />Scalze asked if a permit was needed for a stockpile <br />operation. <br />Fahey stated that it was his understanding that when <br />Frattalone's original stockpile was recycled that would <br />be the end to the operation. <br />Frattalone pointed out that the City required him to <br />relocate his recycling operation. <br />Blesener stated that when the PCA fill permit expired, <br />the recycling operation was to cease at the same time. <br />Frattalone stated that that was true, but pointed out <br />that he is trying to take care of the road, and that he <br />has to do something with his property. Frattalone <br />stated that the City has not given him sewer, and there <br />are problems with the water line in the area. <br />Page 13 <br />
