MINUTES <br />CITY COUNCIL <br />October 11, 1989 <br />Frattalone stated that he would like to continue his <br />recycling operation, pointing out that it must be done <br />somewhere, and he has property that cannot be built on. <br />Scalze pointed out that there are other businesses in <br />the area that have complained about the dust from the <br />recycling operation as well as the condition of the <br />road and the appearance of the property. Scalze <br />suggested that there are areas in St. Paul where such <br />operations are being conducted which are more <br />appropriate than Ryan Industrial Park. <br />Frattalone stated that he had hoped the City would <br />allow him to continue with his recycling operation and <br />reported that the PCA has informed him that no permit <br />is required for this operation. <br />Fahey asked if the operation was a permitted use within <br />the City's industrial park. <br />The Planner pointed out that open and outdoor storage <br />is allowed, however, it must be screened. <br />Scalze stated that a 40 foot high pile of dirt was not <br />storage. <br />Fahey suggested that the City Planner look into the <br />issue a little deeper and give the Council a report. <br />Collova stated that he liked the idea of recycling and <br />asked if it could be done without such a large <br />stockpile. <br />Fahey sugqested that such a use was more appropriate in <br />a more rural area. <br />Blesener stated that he would like to see a long-range <br />plan for the development of the property. <br />Frattalone stated that his plan would be for the use of <br />the property as a compost site for the City. <br />Frattalone reported that the City property in the area <br />which was being considered for a compost site is being <br />looked at by the Watershed for a water storage area. <br />Frattalone did not believe the City would obtain a <br />permit to fill its site in order to use it for <br />composting. Frattalone pointed out that the property <br />was dedicated to the City for ponding purposes. <br />Page 14 <br />
