MINUTES CITY COUNCIL October 11, 1989 Blesener asked how long the Frattalone site would need to settle before it could be developed. Frattalone estimated five years, reporting that most of the site is settled with exception of the southern section. Blesener reported that concern has been expressed that the recycling operation has plugged the ditch in the area. Frattalone reported that he has cleaned out the ditch. Scalze stated that she would like to see a plan for the operation, and felt the matter should be reviewed first by the Planning Commission and then the City Council. Scalze felt that a recycling operation was a commercial activity that should not be allowed to continue without a permit. Fahey suggested that the City Planner report on this matter at the second meeting in November. The Planner replied that he will have this report available for review by the Planning Commission at their November meeting and for the Council at this second meeting in November. KATH BROS. The City Planner reported that Kath Bros. would like to expand their fuel operation, and would like to acquire the adjacent property which was the previous location of a video store. However, the ownership of the property is unclear at this time. The Planner stated that Mr. Harry Kath is requesting City assistance in the acquisition of this property. The site must be acquired before Mr. Kath can present the City with a site plan for the addition. Mr. Kath appeared before the Council indicating that he is unsure who owns the property. Kath reported that he would like to upgrade his site and needs this additional property in order to do so. Fahey indicated that the City has no ownership in the property. The only action the City has taken with regard to this site was to declare the building as hazardous and have it removed from the site. However, Page 15
