MINUTES <br />CITY COUNCIL <br />October 11, 1989 <br />Blesener asked how long the Frattalone site would need <br />to settle before it could be developed. <br />Frattalone estimated five years, reporting that most of <br />the site is settled with exception of the southern <br />section. <br />Blesener reported that concern has been expressed that <br />the recycling operation has plugged the ditch in the <br />area. <br />Frattalone reported that he has cleaned out the ditch. <br />Scalze stated that she would like to see a plan for the <br />operation, and felt the matter should be reviewed first <br />by the Planning Commission and then the City Council. <br />Scalze felt that a recycling operation was a commercial <br />activity that should not be allowed to continue without <br />a permit. <br />Fahey suggested that the City Planner report on this <br />matter at the second meeting in November. <br />The Planner replied that he will have this report <br />available for review by the Planning Commission at <br />their November meeting and for the Council at this <br />second meeting in November. <br />KATH BROS. The City Planner reported that Kath Bros. would like to <br />expand their fuel operation, and would like to acquire <br />the adjacent property which was the previous location <br />of a video store. However, the ownership of the <br />property is unclear at this time. The Planner stated <br />that Mr. Harry Kath is requesting City assistance in <br />the acquisition of this property. The site must be <br />acquired before Mr. Kath can present the City with a <br />site plan for the addition. <br />Mr. Kath appeared before the Council indicating that he <br />is unsure who owns the property. Kath reported that he <br />would like to upgrade his site and needs this <br />additional property in order to do so. <br />Fahey indicated that the City has no ownership in the <br />property. The only action the City has taken with <br />regard to this site was to declare the building as <br />hazardous and have it removed from the site. However, <br />Page 15 <br />
