MINUTES <br />CITY COUNCIL <br />October 11, 1989 <br />Scalze suggested that some of the landscaping proposed <br />to screen the trailer parking area from Centerville <br />Road be moved to screen this area from the south. <br />The City Planner agreed. <br />Vitale pointed out the beautiful oak tree in the area. <br />Fahey replied that the City is aware of this tree and <br />it has been suggested that any future improvement of <br />DeSoto go around the tree rather than destroying it. <br />However, it was pointed out that this was not an issue <br />that would be resolved tonight. <br />Owen Hyland asked what happened to the landscaped berm <br />that was proposed as part of the original Slumberland <br />development. Hyland reported that Slumberland was to <br />either construct this berm or install a fence that <br />would screen the trailer-parking area. <br />The Planner reported that there was discussion about <br />screening the trailer area with trees or a combination <br />of trees and a berm or trees, a berm and a fence. The <br />Planner stated that there was concern expressed that <br />the trees would not provide immediate screeninq since <br />they would only be a maximum of 7 feet in height. <br />Kaufman stated that his concern with a berm was that <br />during hot weather, the berm area would dry out and the <br />landscaping would die. Welsh also pointed out that a <br />berm serves as a snow break during the winter months, <br />and snow build up on the berm could destroy <br />landscaping. <br />The Planner stated that he was not familiar with that <br />problem. The Planner stated that requiring a berm is <br />not uncommon in similar developments. <br />Scalze pointed out that the Planning Commission <br />indicated that they wanted to see a very professional <br />job of landscaping done to screen the semi-truck area. <br />Scalze pointed out that the landscaping plan submitted <br />this evening is the first one that she has seen. <br />Fahey pointed out that the City has required berms in <br />the past of other developments, and he would like to <br />see a report from an independent landscaper indicating <br />that the landscaping on a berm is in jeopardy. <br />Page 7 <br />
