MINUTES <br />CITY COUNCIL <br />October 25, 1989 <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 89-10-535 - APPROVING THE INSTALLATION <br />OF ADDITIONAL EQUIPMENT IN THE CITY'S WATER TOWER A5 <br />REQUESTED BY RAMSEY COUNTY EMERGENCY SERVICES <br />COMMUNICATIONS UNIT, AND AUTHORIZING THE CITY ATTORNEY <br />TO CONTACT ROD ASLESEN WITH THE COUNTY INFORMING HIM <br />THAT THIS APPROVAL IS SUBJECT TO A WAIVER OR AGREEMENT <br />WHICA OMITS THE CITY FROM ANY LIABILITY <br />The foregoing resolution was duly seconded by Mr. <br />LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Collova, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />MGM LaValle requested that the Building Inspector contact <br />MGM Liquor on Rice Street and inform them that their <br />window signage is in violation with the City's <br />Ordinance and that it must be removed. <br />TAX-FORFEIT Scalze reported that there is tax-forfeited property <br />PROPERTY on Park Street. Scalze described the property and <br />PARK STR. reported that the Park Commission has recommended that <br />the City pick up the property at this time. The Park <br />Commission feels that the property would have some <br />value as wetland. However, if development occurs to <br />the west, then the City could purchase the property <br />from the County for resale as residential lots. Scalze <br />reported that there are pending assessments of <br />approximately $15,000 on the property. If the City <br />acquires the property, these assessments would have to <br />be paid, and the Council will have to determine where <br />the funds will come from. <br />The City Attorney pointed out that if the City wishes a <br />marketable title for the property, it will have to pay <br />the County the appraised value of the property as <br />determined by the County. Otherwise, the title the <br />City would receive would be restricted. <br />Fahey stated that he would rather see the County sell <br />the property and have it developed. Fahey pointed out <br />that the property will then qenerate some tax revenue <br />for the City. Fahey stated that he did not want to see <br />additional land off the tax roll. <br />Page 32 <br />
