MINUTES <br />CITY COUNCIL <br />November 8, 1989 <br />Scalze pointed out that the City~s experience with <br />charitable gambling has given it a lot of credibility. <br />Scalze suggested that the City review its policy for <br />granting gambling licenses, pointing out that these <br />licenses should not be granted with no basis. <br />Fahey pointed out the change in the Law regarding the <br />percentage of gambling proceeds that the City can <br />require be spent within its trade area for lawful <br />purposes. Fahey suggested that the City's policy be <br />updated in this reqard. <br />Scalze agreed, pointing out that once an updated policy <br />is in place, the charities operating charitable <br />gambling within the City should be notified of it. <br />Fahey stated that he did not want Little Canada to <br />become the center for charities to raise qambling <br />revenue which is then spent in other cities. <br />Blesener pointed out in the instance of gold plate <br />dinners held at the Venetian Inn, that these dinners do <br />provide business for the Venetian Inn. Blesener stated <br />that he agrees in concept with what Fahey is <br />suggesting, but felt a different standard may be <br />necessary for gambling functions such as gold plate <br />dinners. <br />Fahey was unsure that such a distinction could be made, <br />and felt the greater good of the City must be <br />considered. <br />Scalze stated that as long as the State has qiven <br />cities more power in this area, she would like to use <br />it. <br />Masman pointed out that if the City does not allow the <br />Lions Club to raise funds within the City, the Club <br />cannot spend money within the City. <br />Blesener stated that he had no problem granting a <br />permit for a gold plate dinner for the Lions Club, but <br />did have a problem with an open-ended permit that would <br />allow bingo and pull-tab sales. <br />Masman replied that a Class A license is being <br />requested because the Class A license allows one <br />off-site event, while the Class B license does not. <br />Page 11 <br />
