MINUTES
CITY COUNCIL
November 8, 1989
Fahey asked if the permit were approved for the Lions
Club, if the Lions would have any objection to not
selling pull tabs at their functions, since St.
Joseph's Society already leases the Venetian Inn for
pull-tab sales.
Masman replied that the Lions would have no problem
with excluding the sale of pull-tabs from their
functions.
Fahey stated that in reviewing the application form, he
noted that Ed Amaro is listed as Treasurer for the
Lions. Fahey stated that he will not support the
application due to this reason, given the history of
past problems at the Little Canada Bingo Hall.
Masman pointed out that the Treasurer does not have
exclusive control over funds, and that the signatures
of two members are required for financial transactions.
Fahey again stated that due to the past history at the
bingo hall, he would not support any gambling permit
application for an organization that Mr. Amaro is
associated with in a monetary way. Fahey stated that
he was uncomfortable with Mr. Amaro's being in a
position of controlling funds.
LaValle asked why the Lions Club was applying for a
Class A license.
Masman replied that an organization can only apply for
one license each year, and the Class A license would
cover everything that the Lions would need.
Fahey pointed out that a Class A license would allow
the Lions to operate bingo.
Masman replied that the Lions has no intentions of
operating bingo.
LaValle noted that the application form states that the
Lions never received a denial of a gambling
application, and it was his knowledge that two years
ago the Lions applied for and received denial of a
gambling permit application.
Masman replied that the application was denied because
the forms were not properly completed. Revised forms
were submitted and the application was approved.
Page 9
