MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1989 <br />The City Planner reported that when surveying the <br />various cities mentioned, these cities were asked if <br />they would allow the recycling/stockpiling of aggregate <br />materials such as Class V gravel, asphalt or concrete <br />from a construction site. The Planner reported that <br />the cities were also asked which zoning districts such <br />an operation would be allowed in and if any special <br />controls would be imposed on the operation. The <br />Planner felt that the questions asked were clear. The <br />Planner stated that the results of his survey could be <br />checked if the Council so desires. <br />Mr. Frattalone indicated that the equipment that is <br />used in the recycling operation is very expensive, <br />therefore, his hope would be that the length of time he <br />would be allowed to operate the business would not be <br />limited. Frattalone pointed out that recycling is the <br />thing of the future. <br />Fahey stated that he had no problem with the operation <br />as long as controls were imposed. <br />Scalze stated that if the City wants this use to be a <br />permitted commercial activity, then the proposal should <br />be submitted to the Planning Commission for their <br />review. <br />Fahey pointed out that the Council requested the <br />survey, which indicates that other cities allow such <br />operations with special restrictions. Fahey felt the <br />question now was what types of controls the City should <br />establish. <br />Scalze stated that the decision is whether or not the <br />City wishes to allow this type of operation, and she <br />did not feel the Code should be changed just to <br />accommodate Mr. Frattalone's operation. <br />Fahey did not believe that the City should discourage <br />recycling. Fahey suggested that if the Council wants <br />to consider allowing such an operation, the City <br />Planner should be requested to make a recommendation on <br />the types of controls that would be appropriate. <br />Frattalone stated that he was willing to present his <br />proposal to the Planning Commission. Frattalone <br />pointed out the support that recycling is receiving <br />from the State, County and PCA. Frattalone submitted a <br />plan for a recycling operation on his property on Ryan <br />Drive. <br />Page 13 <br />
