MINUTES <br />CITY COIINCIL <br />NOVEMBER 22, 1989 <br />COUNTRY DR. Frank Frattalone asked the status of upgrading Country <br />Drive pointing out that the turning radius at the <br />corner of Country Drive and South Owasso Blvd. is very <br />poor. <br />The City Engineer pointed out that a couple of years <br />ago he had plans prepared for upgrading Country Drive, <br />however, the matter was put on hold pending the study <br />of the area. <br />Blesener pointed out that the Brueggemann development <br />will generate a lot of construction traffic on Country <br />Drive over the next couple of years. Blesener asked if <br />the upgrading of Country Drive should wait until <br />development of the area is completed. <br />The City Engineer did not think so since the <br />development of the area will take a few years. It was <br />pointed out that the first building is planned to get <br />underway in February of 1990 and upgrading of Country <br />Drive could begin in the spring. <br />Frattalone asked if the elevation of Country Drive will <br />be changed. <br />The City Engineer replied that the elevation will be <br />within a foot or two of the present elevation. The <br />Engineer pointed out that the public hearinq on <br />upgrading Country Drive was held a couple of years ago, <br />and the improvement was ordered. The Engineer asked if <br />a new public hearing was necessary. <br />The City Attorney replied that he would have to check <br />State Statutes on that. <br />Frattalone outlined the repairs that are needed at <br />South Owasso and Spruce Street which include storm <br />sewer. Frattalone felt the situation a dangerous one <br />and indicated that he was willing to put the <br />improvements in at his own cost. Frattalone reported <br />that he had discussed the improvements with the <br />previous Public Works Superintendent, who indicated <br />that the City had some pipe that he would donate <br />towards the improvement if the City allowed Frattalone <br />to make the corrections. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />Page 21 <br />
