MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1989 <br />RESOLUTION NO. 89-11-572 - APPROVING THE IMPROVEMENT OF <br />TAE INTERSECTION OF COUNTRY DRIVE AND SOUTH OWASSO <br />BLVD. AS PROPOSED BY MR. FRANK FRATTALONE SUBJECT TO <br />REVIEW AND APPROVAL BY THE CITY ENGINEER AND SUBJECT TO <br />A RECOMMENDATION BY THE PUBLIC WORKS SUPERINTENDENT AND <br />DONATION OF CITY PIPE TOWARDS THE PROJECT IF THERE IS <br />ANY AVAILABLE <br />The foregoing resolution was duly seconded by Mr. <br />Blesener. <br />Ayes (5) Blesener, Fahey, Collova, LaValle, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 89-11-573 - AUTHORIZING THE CITY <br />ENGINEER AND CITY ATTORNEY TO TAKE THE NECESSARY STEPS <br />TO COMMENCE WITH THE RECONSTRUCTION OF COUNTRY DRIVE <br />DURING 1990 AS PREVIOUSLY REVIEWED AND APPROVED BY THE <br />CITY COUNCIL <br />The foregoing resolution was duly seconded by Mrs. <br />Scalze. <br />Ayes (5) Fahey, Scalze, Collova, Blesener, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />Fahey requested that cost estimates and additional <br />information such as financing of the project be <br />presented to the Council at its next meeting. <br />LAWFUL The City Attorney reviewed his November 22nd report on <br />GAMBLING Legislative chanqes with regard to charitable gambling. <br />PROCEEDS The Attorney pointed out that the City has the <br />authority to require the expenditure of all lawful <br />gambling proceeds within the City's trade area. <br />However, there is no information on how the City should <br />define its trade area. The concensus is, however, that <br />trade area should reflect the area within which City <br />services exist. <br />Fahey felt that Little Canada's trade area is obviously <br />the City limits plus the commercial property located on <br />the westerly edge of Rice Street. <br />Page 22 <br />
