MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1989 <br />Fahey suggested that the City advise charities that the <br />new State Law allows the City to define trade area, and <br />the City will be undertaking a study to determine the <br />appropriateness of defining Little Canada's trade area. <br />The Council would invite comments from the charities on <br />this issue. Fahey pointed out that any changes enacted <br />will be effective upon renewal of gambling licenses. <br />Fahey stated that he would like to see 50% of lawful <br />gambling proceeds spent within Little Canada's trade <br />area. Fahey also stated that it was his intention that <br />the City's trade area would include the Lake Owasso <br />Children's Home. <br />Fahey suggested that the City obtain a copy of <br />Roseville's zoning map so that the City can determine <br />the amount of commercial zoning along the western edge <br />of Rice Street. <br />Scalze pointed out that the City could require 100% of <br />lawful gambling proceeds be spent within its trade <br />area. <br />Fahey pointed out that this is not inconsistent with <br />the City's policy, stating that the City asked that <br />proceeds generated from charitable gambling benefit the <br />citizens of Little Canada. <br />Fahey suggested that a copy of toniqht's meeting <br />minutes be sent to the charities with a cover letter <br />from the City Administrator outlining the details of <br />the study the Council will undertake and inviting their <br />comments. <br />Scalze asked if the quarterly reports the Council had <br />requested of the charities operating at the bingo hall <br />had been received, and asked staff to check on this. <br />HYDRANTS The City Attorney reported that the Fire Chief is not <br />concerned with the use of decorative fire hydrants as <br />lawn ornaments. Aowever, he was concerned that the <br />Fire Department had the authority to inspect fire <br />hydrants on private property. The Attorney reported <br />that Fire Codes give the Fire Department this <br />authority. <br />NEW FIRE The City Attorney reported that he has submitted <br />DEPARTMENT purchase agreements to the owners of the Mondor and <br />Weinholzer properties for the purchase of their <br />Page 23 <br />
