MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1989 <br />property by the Economic Development Authority as a <br />site for a new fire station. The Attorney stated that <br />he believes it will be necessary for the EDA to hold a <br />special meeting to authorize the acquisition or <br />condemnation of the property needed for the new fire <br />department. <br />Blesener although the EDA has been created, but there <br />are documents that need to be drafted before the City <br />can utilize it. <br />Fahey stated that the powers and duties of the EDA need <br />to be established. <br />Blesener asked if the property could be purchased by <br />the City and the EDA used to issue the bonding. <br />The Attorney replied that that can be done, but the <br />City would need to convey the property to the EDA. <br />Fahey suggested that he qet together with the new City <br />Administrator on this issue. <br />The Attorney stated that he will discuss the issue with <br />Briggs and Morgan as well. The Attorney also pointed <br />out that a survey of the property is needed. <br />The City Engineer reported that he has prepared <br />topographical information on the site, and the Planner <br />stated that he believed a boundary survey has been <br />prepared. <br />SPACE NEEDS The City Attorney reported that he has reviewed the <br />ANALYSIS Owner and Architect Agreement between the City and <br />Boarman & Associates for space needs analysis of the <br />City Center and Fire Station and the agreement appears <br />to be in order. However, the Attorney pointed out that <br />under the agreement, plans would remain the property of <br />the architect and could only be used for this project. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 89-11-574 - APPROVING THE OWNER AND <br />ARCAITECT AGREEMENT BETWEEN THE CITY AND BOAFtMAN AND <br />ASSOCIATES FOR SPACE NEEDS ANALYSIS OF THE CITY CENTER <br />AND FIRE STATION AND AUTHORIZING THE MAYOR TO SIGN THE <br />AGREEMENT ON BEHALF OF THE CITY <br />Page 24 <br />
