MINUTES <br />CITY COUNCIL <br />December 27, 1989 <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Fahey, Blesener, Collova, Scalze, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />Scalze asked the status for the upgrading of Nadeau <br />Road, and how such an improvement would be assessed, <br />pointing out that since the commercial property will <br />not have access, it could not be assessed. <br />Blesener replied that no timeframe for upgrading Nadeau <br />Road had been set, but the intent was to use TIF, if <br />possible. <br />Fahey stated that it was not his understanding that TIF <br />would be used to upgrade Nadeau Road, and felt that <br />when the road is upgraded, the property owners on Burke <br />Lane should be assessed. <br />Scalze pointed out that the City has never informed the <br />property owners on Burke Lane and Condit that they <br />would have to pay for the upgrading of Nadeau Road. <br />Fahey felt the issue should be dealt with when there is <br />a request made to upgrade Nadeau Road. <br />Brueggemann reported that the Country Drive improvement <br />is important to him in order that he can connect to <br />storm sewer that would be a part of the Country Drive <br />project. Whether the storm sewer is in or not will <br />effect his building elevations. Brueggemann reported <br />that he is concerned about the timing of the Country <br />Drive improvement. <br />The City Engineer reported that he met with the City <br />Administrator and City Auditor on the financing of the <br />Country Drive improvement, and the project can be <br />financed with a combination of MSA funds and <br />assessment. <br />The Administrator reported that a$154,000 assessment <br />will be necessary and $308,000 would be funded with MSA <br />Funds. The MSA funds would come from funds on hand as <br />well as future allotments. An interfund loan would be <br />necessary for a short period of time until the City <br />received future MSA funds. <br />Scalze asked if the interfund loan was feasible given <br />the other projects the City is considering, that is the <br />new fire hall and City Center expansion. <br />Page 14 <br />
