MINUTES <br />CITY COUNCIL <br />December 27, 1989 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Collova, Blesener, Fahey. <br />Nays (0). <br />Resolution declared adoptede <br />Scalze noted the balance forward in the Park Fund of <br />$91,959.68 is higher than expected due to donations <br />which were received during 1989. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 89-12-632 - APPROVING THE CARRY OVER OF <br />ANY PARK AND RECREATION BUDGET BALANCES IN THE 1989 <br />BUDGET TO TAE 1990 PARK AND RECREATION BUDGETS <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Scalze, Collova, Fahey, Blesener, LaValle. <br />Nays (0), <br />Resolution declared adopted. <br />LANDSCAPING Scalze reported that as part of the approval process, <br />most cities have a landscape architect review the <br />landscape plans for development proposals, with a <br />follow up after a certain period of time to ensure that <br />landscaping is in place and growing. Scalze also <br />reported that most cities have a landscape ordinance. <br />Scalze stated that she was not aware of whether or not <br />the City is doing such reviews. <br />Scalze reported that Bill Sanders has agreed to do such <br />landscaping reviews for the City at a cost of $25.00 <br />per hour. Scalze felt that additional time required <br />for development submissions would be minimal, and the <br />City would also get follow up reviews. <br />The City Planner replied that submissions that contain <br />landscape plans are reviewed for material content and <br />compliance with the ordinance. Otherwise, the Building <br />Inspector reviews whatever comes in on projects that do <br />not go through the Planner's office or the City <br />Council. <br />Blesener did not feel it fair to expect Sanders to do <br />more work for the City at the reduced rate. <br />Fahey asked if landscape reviews were typically done by <br />city planners. <br />Page 29 <br />
