MINUTES CITY COUNCIL December 27, 1989 agreement had been signed by the developer, however, he must verify the ownership of the property. Fahey asked if the concerns raised in the Planner's report could be resolved by the next Council meeting. The Planner felt that the majority could be resolved, however, the status of construction easements may take longer. Boosalis pointed out that the road improvement will be a City project, therefore, suggested that acquisition of easements is the City's responsibility. The City Engineer replied that in the past the City has acquired easements necessary as part of a City project. The City Engineer reported that he has just seen the revised plan tonight, and there will be some minor changes necessary. The City Engineer also reported that the City has some of the necessary drainage easements, however, there are others that still need to be acquired. Fahey stated that he had trouble requiring easements outside the plat be obtained prior to development of land within the plat. The Planner suggested that once approved, the final plat could be filed, however, recommended that development not be allowed to commence until all the easements have been acquired. Collova felt that the easements to the north of the plat were a separate issue. Collova pointed out that the City also has to determine how the storm sewer project to the north will be assessed. Collova did not feel those issues should stop construction of the homes in the Boosalis plat. Blesener pointed out that the Centre Place plat will not be adding any water to what is already draining to the north. Blesener pointed out that the Boosalis property is already draining to the north. Boosalis reported that his on-site drainage improvements will slow down the rate of run-off flowing north. Page 6
