MINUTES <br />CITY COUNCIL <br />December 27, 1989 <br />agreement had been signed by the developer, however, he <br />must verify the ownership of the property. <br />Fahey asked if the concerns raised in the Planner's <br />report could be resolved by the next Council meeting. <br />The Planner felt that the majority could be resolved, <br />however, the status of construction easements may take <br />longer. <br />Boosalis pointed out that the road improvement will be <br />a City project, therefore, suggested that acquisition <br />of easements is the City's responsibility. <br />The City Engineer replied that in the past the City has <br />acquired easements necessary as part of a City project. <br />The City Engineer reported that he has just seen the <br />revised plan tonight, and there will be some minor <br />changes necessary. <br />The City Engineer also reported that the City has some <br />of the necessary drainage easements, however, there are <br />others that still need to be acquired. <br />Fahey stated that he had trouble requiring easements <br />outside the plat be obtained prior to development of <br />land within the plat. <br />The Planner suggested that once approved, the final <br />plat could be filed, however, recommended that <br />development not be allowed to commence until all the <br />easements have been acquired. <br />Collova felt that the easements to the north of the <br />plat were a separate issue. Collova pointed out that <br />the City also has to determine how the storm sewer <br />project to the north will be assessed. Collova did not <br />feel those issues should stop construction of the homes <br />in the Boosalis plat. <br />Blesener pointed out that the Centre Place plat will <br />not be adding any water to what is already draining to <br />the north. Blesener pointed out that the Boosalis <br />property is already draining to the north. <br />Boosalis reported that his on-site drainage <br />improvements will slow down the rate of run-off flowing <br />north. <br />Page 6 <br />
