MINUTES <br />CITY COUNCIL <br />December 27, 1989 <br />Scalze pointed out that it was always the City's <br />intention that the drainage plan was part of the entire <br />package, and pointed out that the City has had to wait <br />for submission of the drainage plan. <br />The City Engineer also pointed out the changes that <br />have been made in the plat which caused £urther delays. <br />LaValle did not feel the project should be held up <br />waiting for drainage easements on the north. <br />Boosalis pointed out that the items of concern listed <br />in the Planner's report can be handled by staff, and <br />suggested approval of the final plat subject to those <br />items being resolved to staff's satisfaction. However, <br />Boosalis did not believe the drainage easements to the <br />north should be included pointing out that it may take <br />many months to resolve that issue. <br />The City Engineer pointed out that it was his <br />understanding that Mr. Boosalis wants to grade the road <br />in so that a model home can be constructed. <br />Boosalis agreed, pointing out that the model would be <br />located as close to the street as possible. The road <br />would have the gravel base in place so that the house <br />would be accessible for fire protection. <br />Fahey again stated his feeling that action on the final <br />plat should be tabled for two weeks to give staff an <br />opportunity to work out the issues raised. <br />Boosalis asked about the issue of the drainage easement <br />to the north. <br />Blesener did not believe the project should be delayed <br />for these easements, pointing out that the City must <br />acquire the easements whether the project proceeds or <br />not. <br />Bill Souchy, County Road C resident, reported that he <br />had his property surveyed, and there are stakes for the <br />Boosalis development within his property line. <br />Fahey suggested that Mr. Souchy work with the City <br />Engineer to resolve this matter. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />Page 8 <br />
