MINUTES <br />CITY COUNCIL <br />January 10, 1990 <br />Farnham stated that he has seen few projects under $2 <br />million where this has been done successfully. <br />Hanson felt that this was an alternative that the City <br />should explore. Hanson explained that a firm could be <br />retained by the City in the capacity of construction <br />manager in order to save project costs. Hanson also <br />explained that in order to use the situation to its <br />best advantage, it would be beneficial to involve a <br />project manager in the project as soon as possible, <br />when plans and specs are being put together. The <br />manager would work with the architect as a team. <br />Council then discussed the hiring of an architect for <br />the project. <br />Hanson pointed out that Boarman & Associates have been <br />retained through the current phase of the project. <br />Hanson pointed out that since the bulk of the <br />architectural costs are still to be incurred, it is not <br />unreasonable to determine the scope of work yet to be <br />done and prepare a request for proposals to be <br />submitted to architectural firms. <br />The City Attorney reported that Boarman's original <br />proposal contemplated their firm being the architect on <br />the project, however, this proposal was scaled back at <br />the direction of the City. The contract with Boarman <br />covers the scope-of-work performed to-date. It was <br />pointed out that the preliminary schematics prepared by <br />Boarman & Associates are their property, however, the <br />City is entitled to a copy. <br />Blesener asked if the City had a right to pass its copy <br />on to another architectural firm. <br />Hanson pointed out that Boarman has developed only a <br />functional space analysis for the fire station, and it <br />would not be difficult for another firm to pick up on <br />this analysis. The actual design of the building has <br />not been started. <br />Scalze suggested that other proposals should be <br />requested in order to keep costs down. <br />Council discussed seeking proposals from other firms <br />and the timing involved. It was the concensus of the <br />Council to seek a proposal from Boarman & Associates, <br />however, if the Administrator determines that the <br />Page 6 <br />
