MINUTES <br />CITY COUNCIL <br />January 24, 1990 <br />tabs when tabs are distributed from stackers, and <br />suggested that fish bowls be used for distribution <br />instead. Fahey stated that he has no concerns with the <br />City's pull-tab operations, but would like to maintain <br />the highest degree of integrity possible in those <br />operations. <br />Blesener suggested that the matter be studied further <br />and that approval of the licenses be contingent upon <br />agreement to any future actions the Council might take <br />regarding distribution of pull tabs. Blesener did not <br />feel it proper to require the current systems to be <br />changed based on some newspaper or radio reports <br />without further study. <br />Bob Matson, representing North Suburban Youth <br />Association, reported that the reasons stackers are <br />used for distribution of pull tabs is for inventory <br />purposes to get accurate counts of remaining tabs after <br />each shift. If the distribution system was changed to <br />fish bowls, the bowls would have to be weighed to <br />determine inventory, and the counts would not be as <br />accurate. <br />Matson reported that the reports mentioned by Fahey are <br />4 to 5 years old and since that time manufacturers have <br />taken steps to change the way pull tabs are producede <br />Fahey stated that he would like to see some information <br />from the manufacturers to see what precautions have <br />been taken. <br />The City Administrator reported that Lois Blomberg of <br />St. Joseph's Society called and indicated the the <br />present distribution system is more favorable and much <br />easier to track. The system of determining inventory <br />by weighing a fish bowl is less accountable. <br />It was the concensus of the Council that further study <br />of the matter is necessary. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-1-36 - APPROVING THE GAMBLING LICENSE <br />RENEWAL APPLICATION SUBMITTED BY SERVANTS OF MARY TO <br />CONDUCT THE SALE OF PULL-TABS AT BRADY'S SUBJECT TO <br />SERVANTS OF MARY AGREEING TO WHATEVER CONDITIONS THE <br />CITY MIGHT IMPOSE IN THE FUTURE AFTER FURTHER STUDY OF <br />THE SYSTEM USED FOR DISTRIBUTING PULL-TABS <br />Page 10 <br />
