MINUTES <br />CITY COUNCIL <br />January 24, 1990 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Blesener, Fahey, Collova. <br />Nays (O), <br />Resolution declared adopted. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 90-1-37 - APPROVING THE GAMBLING LICENSE <br />RENEWAL APPLICATION SUBMITTED BY ST. JOSEPH'S SOCIETY <br />TO CONDUCT THE SALE OF PULL-TABS AT GORDIES SUBJECT TO <br />ST. JOSEPH'S SOCIETY AGREEING TO WHATEVER CONDITIONS <br />THE CITY MIGHT IMPOSE IN THE FUTURE AFTER FURTHER STUDY <br />OF THE SYSTEM USED FOR DISTRIBUTING PULL-TABS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Blesener, Fahey, Collova. <br />Nays (0), <br />Resolution declared adopted. <br />Fahey instructed the City Administrator to contact the <br />manufacturers of the pull-tabs used by the various <br />charities to determine the precautions used to ensure <br />randomness. <br />Matson reported there is an organization that <br />represents all the manufacturers and he thought this <br />organization would be happy to conduct a presentation <br />for the Council. Matson suggested that he provide the <br />Administrator with the necessary information. <br />CHARITABLE Fahey reported that there has been a change in the <br />GAMBLING State Statute which allows cities to require up to <br />TRADE AREA 100% of the proceeds generated by charitable gambling <br />to be spent in a city's trade area. Fahey reported <br />that it is his suggestion that the City require 50% of <br />charitable gambling proceeds to be spent within the <br />City of Little Canada's trade area. The City can <br />define its trade area which can be the corporate limits <br />of the City or expanded beyond the corporate limits. <br />Fahey reviewed the responses received from charitable <br />gambling operations within the City, as well as the <br />City Attorney's letter outlining actions that other <br />cities have taken in this matter. <br />Page 11 <br />
