MINUTES <br />CITY COUNCIL <br />January 24, 1990 <br />It was noted that some of the charities operating <br />within the City have donated much more than 50% of <br />their profits to orqanizations within the City. <br />Council discussed whether the gambling trade area would <br />apply to all charitable gambling activites held within <br />the City, and it was the concensus of the Council that <br />one-time qambling events, such as gold-plate dinners, <br />would not fall under this requirement. The holders of <br />Class A gambling licenses would be subject to whatever <br />action the Council takes with regard to gambling trade <br />area. <br />Fahey stated that it was his intention to establish a <br />trade area for the City of Little Canada that would <br />encompass the Lake Owasso Residence. <br />A member of the audience expressed concern about the <br />City's requiring a percentage of gambling profits to be <br />spent within a trade area. This gentleman pointed out <br />that patrons of the Little Canada Bingo Hall do not <br />neceasarily live in the City, and felt that the profits <br />raised at the hall should be allowed to be spent <br />outside the Little Canada trade area. <br />Fahey pointed out that citizens of Little Canada bear <br />the burdon of the bingo hall, and he felt these <br />citizens should benefit. <br />Robert Matson, North Suburban Youth Association, asked <br />that the Council not rush into a decision on this <br />issue. Matson outlined the history in the <br />establishment of the North Suburban Youth Association <br />and its eventual involvement in charitable gambling to <br />raise funds. Matson reported that the Association <br />funds programs within the north suburban area as a <br />whole and does not limit itself to Roseville programs. <br />Matson pointed out that the City of Little Canada has <br />four representatives on the Association's Board of <br />Directors, and these representatives are very active in <br />promoting Little Canada's interests. <br />Matson reported that one of the goals of the <br />Association is to knock down the barrier that exists <br />along Rice Street between the Cities of Roseville and <br />Little Canada, and felt that establishment of a trade <br />area as outlined by Mayor Fahey would be a detriment to <br />this goal. <br />Page 12 <br />
