MINUTES <br />CITY COUNCIL <br />January 24, 1990 <br />Fahey did not believe the adoption of the trade area <br />policy would establish a barrier between the Cities of <br />Roseville and Little Canada. Fahey stated that he <br />would not be offended if the City of Roseville adopted <br />a policy requiring 50% of the proceeds raised from <br />charitable gambling activities within Roseville to be <br />spent in Roseville's trade area, <br />Matson pointed out that the philosophy of the North <br />Suburban Youth Association is to benefit the north <br />suburban area, whether that be Little Canada, <br />Roseville, New Brighton, Mounds View, or Shoreview. <br />Contributions are made where they are needed. Matson <br />pointed out that the Association has agreed to <br />contribute 10% to the City. However, in 1988 the <br />Association actually contributed about 12% of its <br />proceeds to Little Canada and if programs are included <br />in which Little Canada residents took part, that figure <br />becomes 55%. In 1989 52% of the Association's proceeds <br />went directly to Little Canada projects, and another <br />42% went to programs that Little Canada residents also <br />participated ine <br />Matson pointed out that 94% of the Association's <br />proceeds benefited Little Canada residents last year, <br />however, the Association wishes to be able to respond <br />to funding requests on a needs basis. Therefore, in <br />future years, the majority of contributions could go to <br />other north suburban areas. <br />Matson also pointed out that programs which exist in <br />other areas also benefit Little Canada residents, since <br />Little Canada residents can take part in the programs. <br />Therefore, Matson asked that the present policy be <br />retained pointing out that it serves Little Canada as <br />well as the north suburban area. Matson pointed out <br />that without a trade area being established, 94% of the <br />Association's profits served Little Canada residents <br />during 1989. <br />Matson reported that the City is not being mandated by <br />the State to create a trade area, and it is his <br />understanding that the reason this Legislation has been <br />inacted was to prevent national and state-wide <br />organizations from taking all the money raised through <br />charitable gambling for their organization without some <br />benefit back to the community in which the gambling <br />activity is taking place. <br />Page 13 <br />
