MINUTES <br />CITY COUNCIL <br />January 24, 1990 <br />Matson recommended that the current system be kept in <br />place, that the situation be monitored, and if it is <br />determined that the charities are not being fair to the <br />City, then the City should create an ordinance <br />establishing the trade area. However, Matson requested <br />that the charities' hands not be tied at this point <br />when the sytem is working. <br />If this is not acceptable to the Council, then Matson <br />suggested that if a trade area is established that it <br />include School Districts #621 and #623. <br />Fahey pointed out that the City has a lot of needs, and <br />pointed out that Little Canada residents are bearing <br />the burden of charitable qambling. Fahey stated that <br />he felt the situation was a partnership between the <br />City and the charities operatinq at the bingo hall and <br />that is why he is suggesting that 50% of the proceeds <br />raised at the bingo hall be spent in the Little Canada <br />trade area. <br />Fahey stated that the policy he has proposed would not <br />preclude the North Suburban Youth Association from <br />making contributions to projects in other cities, and <br />pointed out that there are charitable gambling monies <br />being raised in these other cities as well. <br />Matson reported that the Association's Roseville <br />gambling locations were closed, and that the <br />Association's principle funds are coming from the <br />Little Canada location. <br />Blesener stated that he feels the charities operating <br />at the bingo hall have done well by the City and the <br />current system has worked well over the last two or <br />three years. Therefore, Blesener saw no reason to <br />change the existing policy. <br />Collova agreed that the present system is working, and <br />pointed out that there are other charities operating at <br />the bingo hall which give 90% of their profits to City <br />organizations. Collova did not believe the City <br />Council should fight a system that is working. <br />Matson asked that before the Council act on the issue <br />that it be studied further. <br />Betty Strohbeen, representing the Lake Owasso Volunteer <br />Council, asked how the establishment of a trade area <br />would effect their operation. <br />Page 14 <br />
