MINUTES
CITY COUNCIL
January 24, 1990
Fahey stated that it was his intent that the City's
trade area be extended to a depth along Rice Street so
that it encompases the Lake Owasso Home. In that way,
the Volunteer Council's activities at the Home could
continue and still meet the requirement of spending a
certain portion of proceeds within the City's trade
area,
Scalze stated that she would like to see a trade area
policy established. Scalze pointed out that the
Council can always take another look at the policy if
it is found to not be working.
Blesener stated that he is against the trade area
proposal until he is convinced otherwise. Blesener
suggested that if the proposal is to establish a trade
area that incorporates an area on the west side of Rice
Street, then the trade area should be extended by an
equal amount along all the City's borders.
Fahey disagreed, pointing out that trade area indicates
some type of commercial activityo
Blesener replied that it
the City is dealing with
charities do not donate
Therefore, Blesener felt
on the west side of Rice
around the entire City.
is not commercial areas that
pointing out that the
to commercial entities.
that any grey area established
Street should extend in a ring
Jan Poule from the Lake Owasso Volunteer Council asked
for additional reassurance that the trade area
established by the City would include the Lake Owasso
Home so that their efforts at the Home can be
continued.
Fahey replied that that was his intention.
Discussion continued on this matter with the concensus
of the Council being that the matter be studied further
and placed back on the agenda for the March 14, 1990
Council meeting. Council also indicated that the
charities operating at the bingo hall would be free to
submit their own recommendations to the Council in this
matter.
ALARM FEE Fahey reviewed the City Administrator's report dated
APPEAL January 19, 1990 regarding a burglar alarm at the
ADVENTURES Adventures in Video site.
IN VIDEO
Page 15
