MINUTES <br />CITY COUNCIL <br />January 24, 1990 <br />FRATTALONE The City Planner suggested that discussion of the <br />RECYCLING Frattalone Recycling Center be tabled for one month. <br />CENTER The Planner pointed out that the Watershed has been <br />looking at this operation in conjunction with the <br />Owasso Basin Project. The issue is that the weight of <br />the material stored on the Frattalone property is <br />effecting the surrounding watershed and reducing <br />storage capacity. <br />Blesener felt the City Planner's report on the matter <br />was a good start in identifying issues that needed to <br />be addressed in this matter. <br />Scalze pointed out that the issue is whether or not <br />such an operation is allowed by Code, and suggested <br />that the matter would need to be reviewed by the <br />Planning Commission. <br />It was the concensus of the Council to table discussion <br />of the Frattalone Recycling Center for one month in <br />order to give the Planner an opportunity to coordinate <br />his review of this operation with the Watershed. <br />OWASSO BASIN The City Administrator reported that he and Bill <br />DRAINAGE Sanders and the Public Works Superintendent met with <br />PROJECT the Watershed on the issues involved in the Owasso <br />Basin Drainage project, and he reviewed the City <br />Engineer's letter dated January 19th. <br />The Watershed has met with Mr. Frattalone on the <br />possible purchase of his property as well as regarding <br />their concern about the effect of his recycling storage <br />on the watershed. There was discussion about screening <br />of the recycling operation as well. <br />The Administrator also reported that City staff is <br />evaluating other potential composting sites within the <br />City. <br />The Administrator reported that in his discussions with <br />the Watershed, the City's concern about the completion <br />of drainage projects in the Gervais Mill Park site was <br />discussed, and he was informed that there is the <br />potential to fund such a project in 1991. However, the <br />Owasso Basin project needs to occur first to make the <br />Gervais Mill project more workable. The Administrator <br />reported that Bill Sanders felt comfortable with that <br />response. <br />Page 18 <br />
