MINUTES <br />CITY COUNCIL <br />January 24, 1990 <br />The Administrator presented an overhead of the Owasso <br />Basin area, pointing out the areas that the Watershed <br />is addressing and the transfers of property or <br />easements that will be necessary. The Administrator <br />reported that the Public Works Superintendent is <br />comfortable that the easements being requested on the <br />City Garage site will not adversely impact that site. <br />Scalze pointed out that for years the City's citizens <br />have funded Watershed projects in other areas, and <br />there is the need for the Watershed to spend some money <br />on projects in Little Canada. Scalze felt that any <br />property transfers or easements necessary for the <br />Owasso Basin project should be contingent on the <br />Gervais Mill project proceeding. <br />Hanson reported that the Owasso Basin project is a very <br />expensive one and will take the bulk of the Watershed's <br />capital expenditures for this year. The Watershed has <br />given the Gervais Mill project a high priority, but <br />under the method that their funding is allocated, a <br />definite date for commencement of that project could <br />not be set. <br />Scalze stated that she wanted the message sent to the <br />Watershed that the City will cooperate in the Owasso <br />Basin project, but that the high priority for Gervais <br />Mill should be maintained. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 90-1-41 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO WORK WITH THE WATERSHED DISTRICT ON AN <br />AGREEMENT FOR THE TRANSFER OF PROPERTY AND/OR EASEMENTS <br />NECESSARY FOR THE OWASSO BASIN PROJECT INCORPORATING <br />THAT TOP PRIORITY CONSIDERATION WILL BE GIVEN BY THE <br />WATERSHED FOR THE GERVAIS MILL PROJECT IN 1991 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Fahey, LaValle. <br />Nays (O). <br />Resolution declared adopted. <br />RAMSEY The Administrator reviewed Ramsey County's draft policy <br />COUNTY TAX on tax increment financing. <br />INCREMENT <br />FINANCING Scalze pointed out Legislator pon Valento's position on <br />this issue and felt that the City should communicate <br />with Mr. Valento on this matter. <br />Page 19 <br />
