MINUTES <br />CITY COUNCIL <br />January 24, 1990 <br />Fahey suggested that the owners of the mobilehome parlc <br />as well as APEC be advised of the County Board's <br />actions. <br />The Council discussed the fact that the City has <br />declared that the mobilehome park's emergency plan is <br />inadequate, and directed the owners to come up with an <br />alternate plan. Fahey noted that the owners of the <br />park must now either build the shelter themselves or <br />come up with a new emergency plan. <br />LaValle stated that he could not see requiring the park <br />owners to build a storm shelter when there are only a <br />limited amount of residents that want the shelter. <br />Scalze pointed out that 62% of the residents of the <br />park meet low income standards. <br />Fahey pointed out that the majority of the residents of <br />the park will oppose construction of the storm shelter <br />if the cost will be passed on to them. However, <br />opposition of the residents would not necessarily <br />prevent a shelter from being constructed within the <br />park because valid concerns have been expressed <br />regarding location of the off-site shelter regarding <br />distance and other factors. Members of the Council <br />felt the survey information might be helpful. <br />Fahey suggested that a survey of park residents be done <br />to determine if they feel evacuating to either the <br />County Garage or Fire Hall is reasonable and an <br />acceptable distance. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 90-1-45 - INSTRUCTING CITY STAFF TO <br />INFORM THE OWNERS OF THE NORTH STAR ESTATES MOBILEHOME <br />PARK AND MEMBERS OF APEC AS TO THE COUNTY'S DENIAL OF <br />FUNDING FOR CONSTRUCTION OF A STORM SHELTER AT THE PARK <br />WITx COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS ADVISING <br />THAT THEY CONTACT THE CITY ADMINISTRATOR AT THEIR <br />EARLIEST CONVENIENCE TO BE PLACED ON THE AGENDA FOR <br />FURTHER DISCUSSION OF THIS MATTER <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Fahey, Blesener, Collova, LaValle, Scalze. <br />Nays (O). <br />Resolution declared adopted. <br />PUBLIC WORK5 Fahey reviewed the Superintendent of Public Works' <br />EMPLOYEE letter dated January 22, 1990 for hiring a full-time <br />HIRING maintenance worker. <br />Page 22 <br />
