MINUTES <br />CITY COUNCIL <br />February 14, 1990 <br />It was decided that the survey could be sent to park <br />residents as an insert along with their monthly rent <br />statements, with Mr. Husnick reporting that the <br />statements go out between the 20th and 25th of each <br />month. The City Administrator was instructed to <br />prepare the appropriate survey which would then be <br />distributed by Mr. Husnick's office. Council indicated <br />that they would like the survey distributed with the <br />Park's March statements, therefore, the survey would <br />have to be submitted to Husnick's office by early next <br />week. <br />Husnick stated that from reading the County's minutes <br />he did not believe the project was totally rejected. <br />The City Administrator agreed that the County did not <br />completely close the door on the project, however, from <br />a practical standpoint it will be difficult to get the <br />application funded. <br />Husnick reported that the Five Star Mobilehome Park in <br />Vadnais Heights uses the County Garage facilities as a <br />storm shelter, and reported that the City of Vadnais <br />Heights has approved this plan. Husnick reported that <br />there is only about 2/10th's of a mile difference in <br />the distance to the County Garage from each of the <br />mobilehome parks, and Five Star has two traffio lights <br />in between, while North Star only has one. <br />Husnick pointed out that 7 or 8 years ago the North <br />Star Estates Mobilehome Park put in a second entrance <br />to their park in exchange for an on-site storm shelter. <br />Fahey disagreed that such an exchange was made and <br />pointed out that the second entrance to the park was on <br />the original park plans. After there was flooding of <br />the park and the only access blocked, the City required <br />that the second entrance be installed. However, this <br />was not in lieu of an on-site storm shelter. <br />Fahey pointed out that State Law has been changed, and <br />the burden was placed on cities to review and approve <br />emergency disaster plans of mobilehome parks. In doing <br />this, the City has the option to require an on-site <br />storm shelter or to approve the Ramsey County garage <br />site as a storm shelter location for the mobilehome <br />park. Fahey stated that the City would like to know <br />the importance of an on-site shelter to park residents <br />because they are the ones effected. This is the reason <br />the survey is being proposed. <br />Page 16 <br />
