MINUTES <br />CITY COUNCIL <br />February 14, 1990 <br />Husnick pointed out the comments that were made in the <br />County Board's minutes regarding the park owners having <br />the ability to finance construction of the storm <br />shelter. <br />Fahey replied that the Council is aware that if the <br />park owners installed the on-site shelter, the cost of <br />the shelter would be charged back against the residents <br />in the form of increased rents. <br />Scalze pointed out that from the County's perspective <br />the grant application has a lesser priority if the park <br />owners have the ability to have an on-site shelter <br />constructed, <br />Fahey again commented on the Council's desire to get <br />the survey mailed out in February to the park <br />residents. The City Administrator thought we should be <br />able to comply with the February mailing deadline. <br />Husnick reported that he is aware of a situation in <br />another mobilehome park of the police not being able to <br />enforce speed limits because the streets in the park <br />are private streets. Husnick asked if this would be <br />true in his park. <br />LaValle reported that the park owners can sign a <br />contractual agreement with the Sheriff's Department to <br />enforce all State Laws and City Ordinances within the <br />park and declare the park streets public roadways for <br />purposes of law enforcement. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 90-2-83 - INSTRUCTING THE CITY ATTORNEY <br />TO REVIEW THE CITY'S ORDINANCE AND PREPARE THE <br />APPROPRIATE AMENDMENT, IF NECESSARY, SO THAT THE RAMSEY <br />COUNTY SHERIFF'S DEPARTMENT HAS THE AUTHORITY TO <br />ENFORCE SPEED LAWS WITHIN THE MOBILEHOME PARKS WITHIN <br />THE CITY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Fahey, LaValle, Collova, Scalze. <br />Nays (O)e <br />Resolution declared adopted. <br />ARCHITECT'S The City Administrator reviewed his report dated <br />CONTRACT February 9th outlining the results of the contract <br />neqotiations that took place with Boarman & Associates. <br />Page 17 <br />
