MINUTES <br />CITY COUNCIL <br />March 14, 1990 <br />City's best interests and it will reduce the <br />expenditures of the City. <br />Blesener stated that this Ordinance does not provide <br />for reduction in City expenditures. <br />Mr. Thul asked if as a result of the Ordinance being <br />passed the taxes on his commercial property will <br />decrease. <br />Jan Thul felt that the problem was that the City was <br />looking to run the government on gambling money. Thul <br />felt this to be skimming. <br />Scalze disagreed, pointing out that the money the City <br />receives from charitable gambling is used for lawful <br />purposes. <br />Blesener pointed out that the Ordinance does not say <br />that the City will be able to lower taxes, but says <br />that 50% of the money raised through charitable <br />gambling must be donated to lawful purpose <br />organizations within the City, for example, the DAC or <br />Capital Community Center. <br />Fahey stated that money the City receives from <br />charitable gambling donations will not necessarily <br />result in a tax decrease, but would result in <br />expenditures that might not otherwise be made, such as <br />park development, promoting drug programs. The money <br />will benefit the citizens of Little Canada in some <br />form. <br />Bob Matson asked when the Ordinance would go into <br />effect once adoptede <br />Matson was informed that if adopted, the Ordinance <br />would be in effect upon its publication. <br />Mr. Fahey introduced the following ordinance and moved <br />its adoption: <br />ORDINANCE NO. 328 - AMENDING CHAPTER 815 OF THE <br />MUNICIPAL CODE OF THE CITY OF LITTLE CANADA BY ADDING <br />SECTION 815.020 RELATING TO THE LITTLE CANADA TRADE <br />AREA AS AMENDED BY THE COUNCIL ELIMINATING THE WORDS <br />"OR LOCATED" IN SECTION A, AND ADDING CLASS B LICENSES <br />The foregoing ordinance was duly seconded by Scalze. <br />Ayes (3) Fahey, Scalze, LaValle. <br />Page 9 <br />
