MINUTES <br />CITY COUNCIL <br />March 14, 1990 <br />residents of the Lake Owasso Residence, and if these <br />funds would qualify as meeting the 50% expenditure <br />requirements as provided for in the proposed Ordinance. <br />The City Attorney replied that he did not think the <br />Ordinance accommodated spending of money within the <br />trade area for qoods to be taken outside the trade <br />area. <br />Matson asked if the proposal addressed only Class A <br />gambling licenses. <br />Fahey replied that it did. <br />Matson pointed out that Class B licenses provide for <br />the sale of pull-tabs and pointed out that there are <br />Class B license-holders within the City. <br />The Council had continued discussion on the purchase of <br />goods by lawful purpose organizations within the City <br />for use outside the City, with the City Attorney again <br />stating that he did not believe this could be <br />considered a lawful purpose expenditure within the City <br />of Little Canada, <br />Fahey suggested that the words "or located" be <br />eliminated from the Ordinance, so that the Ordinance <br />reads "lawful purposes conducted within the Little <br />Canada trade area". Fahey pointed out that this <br />wording would not allow the 50% requirement to be met <br />through the purchase of goods within the City for use <br />outside the trade area. <br />Blesener pointed out that with the Ordinance requiring <br />500 of lawful purpose expenditures to be made in the <br />City's trade area and the 10% donation that the City <br />requires, charities would have to spend a total of 60% <br />within the City of Little Canada. <br />Scalze agreed, pointing out that the City requires 10% <br />for its Park Fund. Scalze again pointed out that the <br />City has not limited the groups to City groups. <br />Blesener and Collova were concerned that the City is <br />now changing the rules for the charities. Blesener <br />stated that he agreed with the position as stated in <br />Servants of Mary's letter that the 50% requirement was <br />too high. <br />LaValle suggested that the Ordinance include <br />organizations holding Class B licenses as well as Class <br />A, but not those organizations holding one-day events. <br />Page 7 <br />
