MINUTES <br />CITY COUNCIL <br />March 14, 1990 <br />Thul felt that the proposed Ordinance completely <br />changed the mission of the Lake Owasso Residence <br />Volunteer Council. <br />Fahey stated that he was not sure it was the City's <br />obligation to be the primary source of funding for <br />organizations that should be funded by the Countyo <br />Fahey stated that he did not feel bad about saying that <br />he wants a portion of the proceeds raised from <br />charitable gambling in the City to be spent within the <br />City. <br />Thul felt that tax money should be used to fund the <br />City's Fire Department and park system. Thul was <br />concerned that the proposed Ordinance changes the <br />mission of her charity which is to provide for a better <br />quality of life for the mentally and physically <br />handicapped at the Lake Owasso Home. <br />Blesener stated that if the position is taken that tax <br />money should be used to exclusively fund the Fire <br />Department and park system, the only alternative is to <br />increase taxes. Blesener also pointed out that just <br />because a lot of people are attracted to a destination <br />in Little Canada does not mean the City has the right <br />to require the majority of the money be spent in Little <br />Canada. <br />Scalze stated that the position that whatever the <br />County can tax for should not be funded with charitable <br />gambling money is one she believed was supported by the <br />Mayor of Shoreview> <br />Tom Thul indicated that he felt the system was <br />currently working and that it should be allowed to <br />continue to function as it does. Thul pointed out that <br />the Fire Chief supports that position. <br />Scalze replied that the opinion expressed by the Fire <br />Chief was his own and did not necessarily represent the <br />opinions of all the members of the Fire Department. <br />Fahey pointed out that he respects the differences of <br />opinion which exist, and pointed out that if it were <br />only City organizations involved, the City would be <br />much better off from a tax standpoint. Fahey pointed <br />out that the City has been faced with bad press for <br />allowing charitable gambling in the first place, <br />therefore, should receive some of the benefits of it. <br />Fahey felt the proposed Trade Area Ordinance was in the <br />Page 8 <br />
