MINUTES <br />CITY COUNCIL <br />March 28, 1990 <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-3-149 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO OFFER THE HOUSE LOCATED AT 2714 <br />CENTERVILLE ROAD TO THE VARIOUS HOUSEMOVING FIRMS AT A <br />COST OF $1.00 <br />The foregoinq resolution was duly seconded by Blesener. <br />Ayes (4) Scalze, Blesener, Collova, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />SENIOR Fahey reviewed the letter submitted by John Arkell, <br />CITIZEN The Cottages, dated March 28, 1990 regarding their <br />HOUSING - interest in developing senior citizen housing on the <br />STATEMENT OF property located at Jackson Street and Little Canada <br />INTEREST Road. <br />John Arkell appeared before the Council and reported <br />that his firm has developed 600 to 700 retirement units <br />since 1983. These units are occupied by 100% seniors <br />and rents are $385 for one-bedroom units and $460 for <br />two-bedroom units. <br />Arkell reported that his proposal includes a request <br />for Tax Increment Financing assistance on the part of <br />the City under the "Pay As You Go" method which would <br />result in no obligation or risk on the part of the <br />City. Arkell reported that he is asking for 90% of the <br />taxes to be returned to the project in order to reduce <br />rents to the levels quoted. <br />Arkell proposed approximately 90 units at the Jackson <br />and Little Canada Road site, which is about 12 units <br />per acre. <br />Arkell explained the history of his firm as well as the <br />existing market which would support his proposal. <br />Fahey stated that he likes the concept proposed, <br />however, does not like the site selected. Fahey <br />reported that there have been other proposals for <br />senior housing on this same site, however, the adjacent <br />property owners were opposed. These neighbors want the <br />property to develop as residential. Fahey stated that <br />he would not support a rezoning of this site so that <br />senior housing could be developed on it. Fahey stated <br />that he knows the neighborhood would oppose such a <br />rezoning. <br />Page 17 <br />
