MINUTES <br />CITY COUNCIL <br />March 28, 1990 <br />Arkell reported that there would be 40 year bonds on <br />the property, therefore, the project is locked in for <br />seniors for 40 years. After TIF assistance has lapsed, <br />it is hoped that the project can be supported at <br />reduced rent levels without need for a subsidy. <br />Arkell stated that he would like to work with City <br />staff on the identification of other possible sites <br />within the City for his proposalo <br />Council agreed that Arkell was welcome to work with <br />staff on this issue. <br />IMP. NO. The City Engineer reviewed the six bids which were <br />89-16 received for Improvement No. 89-16, Centre Place. <br />BIDS The Engineer recommended that the low bid submitted by <br />F. M. Frattalone Excavating be awarded. The Engineer <br />also recommended that the watermain be looped as part <br />of the project. <br />The Administrator pointed out that the watermain would <br />have to be looped through to Sylvan Street and would <br />run between two houses. The City has drainage <br />easements in this area, but not utility easements. The <br />City would have to obtain utility easements for the <br />looping. <br />Fahey suggested that in the future when easements are <br />obtained, they be identified as drainage and utility <br />easements. <br />Mr. Collova introduced the following resolution and <br />moved its adoptions <br />RESOLUTION NO. 90-3-150 - ACCEPTING AND AWARDING THE <br />LOW BID OF F. M. FRATTALONE EXCAVATING IN THE AMOUNT OF <br />$178,321.75 FOR IMPROVEMENT N0. 89-16, CENTRE PLACE, <br />INCLUDING LOOPING OF TxE WATERMAIN TO SYLVAN STREET <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (4) Collova, Fahey, Blesener, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />Page 19 <br />
